MyCOE Guidance for Assigning External Raters

University Supervisors (US) and Clinical Educators (CE) are faculty of the University of Missouri - Saint Louis' College of Education (i.e., internal to the college) and serve to mentor our candidates during their practicum experiences at various community sites.

Site Supervisors (SS) and Clinical Teachers (CT), on the other-hand, are in-service professionals employed by local districts and community agencies (i.e., external to college). They serve to mentor and coach our candidates during their time within their organization.

One of the tools these groups will utilize to assess our candidates is MyCOE.  MyCOE is a central platform to collect and understand performance data of our pre-service candidates, as well as to better understand the community schools and agencies we serve in local, state and national contexts.

What follows are instructions on common tasks for university supervisors and clinical educators in MyCOE to help make it a smooth and intuitive experience.

Assigning External Raters

In MyCOE, assigning an External Rater is synonymous with assigning a site supervisor or clinical teacher. That said, notice when you navigate to My Ratings that there is a button (highlighted in red) to the right of each candidate's name:

A few things to point out

  • This button will only appear next to your candidate's name when that course contains one or more assessments that need an external rater
  • The green play icon indicates that these are assessments that are currently actionable by you as an internal rater
  • Link icons ( / ) indicate the external assignment status of the assessment
    • Unlinked for assessments currently not linked to an external rater
    • Linked for assessments successfully linked to an external rater

Simple Steps to Assign External Rater

  1. Click on the Assign External Rater button.  You will see the following tool:
  2. Optional: Sometimes, you will need to assign multiple external raters.  In the example above we will assign one set of assessment to an elementary school external rater (site supervisor) and the other set to a secondary school external rater. Start by selecting the assessments for first set.
  3. Using the Site Supervisor's or Clinical Teacher's school or agency exact email; click Search
  4. If the email address does not match anything in MyCOE's database, you will need to create a simple profile including their first name, last name and the zip code of the building they work in; click Next
  5. You will now need to assign the external rater to one of the buildings returned that match the previous zip code; click Next;
  6. The next screen will now have a completed external rater selected. Click the green Confirm button.
  7. Optional: If there are still assessments needing assignment, repeat steps 3 through 6 above.
  8. When all of the assessments have an external rater assignment you will see a summary:

That's it!! The tool was designed to be as intuitive and painless as possible. MyCOE is now ready with all it needs in order provide our external raters with the assessments assigned to them.

What Happens Next

  • If the external rater is new to the system, within 24 hours they will receive a MyCOE Invitation via the email you provided
    • In that email invitation, there will be a button that will lead them to a page on MyCOE inviting them to login using their Google account
    • Pro Tip: You will be CC'd in this invitation. Save the invite to an email folder for later reference.
  • If the clinical teacher is not new to the system, they will not receive an another invitation.  You will need to instruct them as follows...
  • When it is time for an assessment to be completed:
    • You will need to let your external raters know to go to http://mycoe.umsl.edu and click on the External Users Login 
    • Once authenticated, the clinical teacher will be taken to their Dashboard that currently has only one icon on it; Assessment Manager
    • Clicking on Assessment Manager will take them to a My Rating tool just like that which you use, but restricted to just the assessments that have been assigned
  • Once the clinical teacher has completed the assessment, you will notice that the indicator in your My Ratings will change from Ready for Rater to Completed and you may review the results

FAQ

Q: My external rater says that they didn't get their invitation, can it be re-sent?

A: Always start by using the My Ratings assignment tool to check on your external raters status.  It includes the invitation's status, date/time sent, and who did the initial invitation (not always you).  Also, invitation emails are always CC'd to the individual that initiated the invitation.  If that is you, just find it in your inbox and forward it to your external rater. 

Q: I made a mistake and assigned the wrong external rater to a candidate.  How can I fix it?

A: If you haven't yet clicked Confirm, you can click Reset to clear your progress in the assignment tool.  If you have already confirmed the assignment, click the checkboxes next to the assignments you'd like to clear and click the Clear Selected button.
