James E. Murray, Ph.D., is Assistant Professor of Educational Leadership and Policy Studies in the College of Education at the University of Missouri St. Louis. He received the Bachelor of Arts degree from Illinois State University, a Master of Arts from Washington University, a Master of Arts in Teaching from Webster University, and the doctoral degree from the University of Missouri St. Louis.

Dr. Murray has spent thirty-five years in the field of education. He has been a classroom teacher, district Technology Coordinator, and the Executive Director of Personnel for the School District of University City. He has worked as an adjunct professor for over fifteen years at Webster University, Harris-Stowe State College and the University of Missouri St. Louis before his appointment to the University of Missouri St. Louis in 2004. He has been a teacher union labor negotiator, a school board management negotiator, and a consultant in the areas of human resource operations, Missouri Core Data collection and analysis, and collective bargaining.

He currently serves as the Executive Director of the Missouri Chapter of the American Association for School Personnel Administrators (AASPA) and the American Association for Employment in Education (AAEE) and an ex-officio member of the Missouri Advisory Council of Certification for Educators (MACCE).

Dr. Murray’s primary research interests include teacher compensation, teacher recruitment and retention, human resource operations, teacher unions, collective bargaining, school law, educational policy, and educational history.
